Is Cheap mechanical Watch accurate?

I had just purchased a cheap and affordable mechanical watch (IK colouring) about 1 week ago.
Is it accurate and precise in time keeping?
Well, when using a 10x loupe; I noticed that the small second hand seem to totally stop at certain instance for about 1 to 2 sec and then start to move again.
Just now, upon another check; it shows that the problem likely is due to the free play of the gear or maybe the free play of second hand itself. When I slowly rotates the watch vertically, the second hand fall a little towards the gravity. That means this second hand falls on it own’s weight.
I think I will let it be for this watch as it may not be worth asking for replacement from the seller. Beside, it does not affect the accuracy of the time so far. For such cheap watch, I think this kind of problem could be normal? I am not sure. I will confirm this in future purchase when I get more of these affordable watches.
To date, this watch advance by 10 seconds per day and thus about slightly more than 1 minutes per week. I think it is consider pretty precise in term of time keeping for a mechanical watch of this price. I got it for only S$39. Very happy with the result. However, wondering how durable it will be?
